Le Tour de Tous les Possibles

In close consultation with David van Reybrouck, the Belgian intellectual and founder of the G1000 project, the platform for democratic innovation that aims to increase citizen participation in democratic decision-making, Le Grand Puzzle becomes a departure point for Le Tour de Tous les Possibles. Manifesta commissioned Joke Quintens and Tarik Ghezali in collaboration with Ouishare and Marseille Solutions, to create the project as part of the pre-biennial methodology of Manifesta in order to include the richness of the diverse but often unheard voices of Marseille’s citizens in the biennial. 

Le Tour de Tous les Possibles is a series of fifteen experimental workshops, taking place from January to May 2020. Each workshop brings together twenty different individuals from different social backgrounds, who, together, co-constitute new alliances. The participants select one of the topics highlighted in Le Grand Puzzle. The workshops aim to encourage the participants to elaborate on these topics, exchanging their thoughts and most importantly imagining possible futures for their own city whilst creating bold and original ideas and projects together. They take place all over Marseille in original venues that form backdrop of the city.

The initiators of Le Tour de Tous les Possibles have imagined this project as to attempt to answer to the lack of representativity and participation in policy decision-making that some of Marseille’s citizens perceive. The objective of the project, on the longer term, is to stimulate citizen participation for the creation of an “Assemblée de Tous les Possibles”, a permanent citizen convention of 101 inhabitants of Marseille drawn by lottery and representative of the population. This citizens’ assembly would propose and invent solutions to the challenges of Marseille, in close collaboration with the City Council.

Le Tour de Tous les Possibles is part of the pre-biennial programme of Manifesta 13 Marseille and participants of the biennial will also be invited to participate in these workshops.

28.01.20 – Fort St Nicolas, at Acta Vista, integration organisation
Participants: employees in a reintegration scheme and Endoume residents (Marseille, 7e).
Theme: Accessible Marseille
Possibles:  zero cars by 2030, green ring road around Marseille, radiant paquebot radieux, mandatory voluntary work in Marseille

29.01.20 – Baumettes penitentiary centre
Participants: young prisoners and students from KEDGE Business School.
Theme: Authentic Marseille
Possibles: Tourist office “Cagole Internationale” to promote Marseille’s culture, playground from the city-centre to the sea, interactive technological bus stops

04.02.20 – Babel Community, co-working space
Participants: members of Contact Cluba youth association, and employees of Festival de Marseille and Métropole de Marseille.
Theme: Inclusive Marseille
Possibles: vegetable gardens farmed by homeless people, metro line going from the North to the South of Marseille, green Marseille for the legalisation of marijuana

12.02.20 – Couvent Levat
Participants: inhabitants of the Belle de Mai neighbourhood, the CALEM Network, a humanities research organisation, and members of the artistic association Atelier Juxtapoz.
Theme: Collective Marseille
Possibles: use of public space for neighbourhood parties, tramline to the northern districts of Marseille

04.03.20 – Cinéma l’Alhambra
Participants: members of the Alhambra cinema network and members of Cap au Nord, an entrepreneurs network
Theme: Accessible Marseille
Ideas: 100% accessibility in the entire territory, pedestrian green and accessible footbridge instead of the Marseille A5 motorway

 – La Maison pour Tous – La Rouguière community centre
Participants: citizens of the 11th and 12th districts of Marseille
Themes: Collective Marseille
Ideas: municipal insurance, public transport network in the entire city, random draw of 10 citizens of Marseille for each city council, merging of the North, South, East and West districts, improvement of Marseille’s 3rd district

16.03.20 – Online Workshop
Participants: inhabitants of the Vauban district and members of the Make it Marseille network, shared creation space
Theme: Collective Marseille
Possibles: Maison du Soleil, correspondents between neighbourhoods, place du Silence, agoras, car silos, shared gardens

Participants: members of Potentielles, a network promoting female entrepreneurs
Theme: Inclusive Marseille
Possibles: greener city, public theatre festival, breastfeeding spaces,
intergenerational parks, multidisciplinary health centres

Theme: Green and Clean Marseille
Possibles: green facades, food self-sufficiency in Marseille, every citizen becomes a dustbin collector once a month, artist projects in poorer neighborouhood

Participants:  Lab Pôle Emploi (the French employment service)Synergy Familya social and education start-up and  Entrepreneurs dans la Villea network of entrepreneurs
Theme: Green and Clean Marseille
Ideas: Marseille Forest, interactive bins, Via Verte viaduc de Plombière, edible gardens in schools, clean system of ferries and boat taxis

06.05.20 – Online workshop
Participants: artists and international community
Theme: Green and Clean Marseille
Possibles: green rooftop gardens, massive urban agriculture, using artists to show how Marseille can be clean, free flexible electric minibuses

Participants: a selection of Marseille’s citizens
Theme: Innovative Marseille
Possibles: multilingual digital training centres, shared gardens, artistic walk on the coastline of Marseille, community centre in each neighbourdhood

20.05.20 – Online workshop
Participants: members of UCPA (national union of sport centres) and the association Marseille Capitale de la mer
Theme: Collective Marseille
Possibles: greener public spaces, civic engagment days, Marseille’s sardine (such as the Elephant sculpture in Nantes), bicycle for evryone , collective transportation for everyone, compost bins in cultural venues, exhibition centre for science

[ L’EXPO DES POSSIBLES, 10-16 DECEMBER 2020 ]

L’Expo des Possibles, initiated by Marseille Solutions and Becom’, was born out of Le Tours de Tous les Possibles’ workshops. It is a collective exhibition with a dozen artists from Marseille, whose works are inspired by the themes of Le Grand Puzzle. They illustrate some of the ideas and possibles created during Le Tour de Tous les Possibles’ workshops.
